The Malaria and Neglected Tropical Diseases program within PATH plays a significant role in the fight to end malaria illnesses and deaths globally. PATH’s Center for Malaria Control and Elimination (CMCE) is a recognized global leader in accelerating malaria elimination efforts. Through collaborations with PATH staff and strategic partners, CMCE has the potential to drive significant impact toward eliminating malaria and ultimately achieving global eradication.
Currently, PATH is seeking a highly skilled Finance Officer for its USAID-funded REACH Malaria project, which will be based in Kenya. This project aims to support countries in delivering comprehensive malaria services, including case management, prevention of malaria in pregnancy, seasonal malaria chemoprevention (SMC), and strengthening health systems.
As a Finance Officer, you will assist the Finance and Grants Manager in all aspects of financial management, compliance, operations, and logistics for the project. This role will be critical in ensuring the smooth financial administration of the REACH Malaria project in Kenya.
Key Responsibilities
As a Finance Officer at PATH, your key responsibilities will include:
- Budget Monitoring: Assisting in monitoring budgets and ensuring that project management is consistently updated regarding spending against project budgets.
- Compliance: Ensuring compliance with all USAID and PATH policies, procedures, and regulations. Advising project staff on donor requirements and ensuring that all financial practices meet the required standards.
- Financial Analysis: Analyzing monthly and quarterly project expenses, including partner financial reports, and reporting to project management.
- Financial Forecasting: Preparing monthly financial projections, forecasts, pipeline updates, and cash requests to ensure the project remains on track financially.
- Work Plan Coordination: Assisting in the coordination of the annual work plan and budget with the project team to ensure that financial resources are appropriately allocated.
- Procurement: Supporting the procurement of in-country commodities and other project equipment in collaboration with the PMI REACH Finance and Grants Manager.
- Approval Management: Working with the project team to identify necessary approvals and ensure that they are secured in a timely manner.
- Payments and Reconciliation: Processing and reviewing payment vouchers, handling mobile money payments, and ensuring that all outstanding advances are cleared in accordance with PATH’s financial policies.
- Supplier Inquiries: Responding to all supplier inquiries on a timely basis, reconciling supplier statements with PATH’s records, and updating the Finance and Grants Manager on any discrepancies.
- Bank Reconciliations: Conducting monthly bank reconciliations and ensuring accuracy in financial reporting.
- Financial System Transactions: Posting all transactions in Business World for accurate accounting.
- VAT Reporting: Supporting follow-up on receipts from service providers for VAT reporting to USAID, including handling DA 1 applications as needed.
- Audit Support: Assisting with internal and external audits, ensuring corrective actions are completed promptly, and monitoring compliance.
- Property and Asset Management: Supporting the management of project property, including IT equipment, transportation, and insurance.
- Procurement Process Management: Overseeing the procurement processes in Business World and ensuring that all procurement activities are delivered on time and meet the required specifications.
Qualifications and Skills
To be considered for the Finance Officer role, candidates must meet the following requirements:
- Educational Background: A Bachelor’s degree in Accounting, Finance, or a business-related field is required. Full CPA-K qualification is essential.
- Experience: A minimum of three years of experience in financial and administrative management, preferably in an international organization. USAID experience is highly preferred.
- Budgeting Skills: Demonstrated experience in developing, monitoring, and reporting on complex budgets is required.
- USAID Rules and Regulations: Candidates must have an in-depth understanding of applicable USAID rules and regulations to ensure compliance.
- Technical Skills: Proficiency in Microsoft Office applications, including Word and Excel, is essential. Experience working with financial systems such as Business World, Salesforce, and Power BI is required.
- Financial Management Expertise: Candidates must have experience in managing project funds, including bank reconciliations, financial statements, and reporting.
- Problem-Solving Skills: Strong analytical skills, excellent attention to detail, and a proactive approach to resolving problems are crucial for this role.
- Communication Skills: Strong written and verbal communication skills in English are required.
- Team Player: The ability to work collaboratively within a team and build effective working relationships is important.
- Work Authorization: Candidates must have legal authorization to work in Kenya.
