Introduction
The Impact Facility (TIF), a global non-profit organization, is seeking an experienced Programme Manager to lead the implementation of the Lake Victoria Gold Programme. This multi-funder initiative is focused on supporting responsible artisanal and small-scale gold mining operations across Kenya and Tanzania. The successful candidate will work with diverse stakeholders, including miners, investors, and donors, to drive economic empowerment and environmental sustainability in the mining sector.

The Lake Victoria 2030 Programme aims to provide artisanal and small-scale mining communities with access to technical assistance, formal markets, capital, and equipment. By fostering business-driven engagement between value chain partners, we seek to establish long-term, sustainable sourcing relationships that benefit all stakeholders.

Key Responsibilities
As the Programme Manager for the Lake Victoria 2030 initiative, your main responsibilities will include:
1. Team Leadership and Coordination
- Lead and grow the TIF team in Kenya and Tanzania, ensuring that all programme activities are executed efficiently.
- Oversee recruitment and pipeline development activities to onboard artisanal mining clients.
- Manage direct line reports, distribute workloads, and review team structure regularly to ensure that the programme meets its goals.
2. Programme Execution
- Manage the execution of programmatic activities in line with donor requirements and budgets.
- Oversee the roll-out of leasing and financial services to artisanal gold mining operations. Ensure that products are responsive to market needs and are continuously innovative.
- Coordinate the delivery of qualitative and quantitative reporting to donors and investors.
3. Financial Management
- Oversee the internal financial reporting and ensure programme finances are in line with budgets.
- Track and analyze the financial performance of TIF’s lease and loan programme portfolios to ensure sustainable growth.
4. Monitoring and Evaluation
- Work with the Monitoring and Evaluation Lead to deliver programme-level monitoring, evaluation, and learning activities.
- Prepare detailed reports to track Key Performance Indicators (KPIs) and ensure that programme goals are met.
5. Strategic Development
- Collaborate with senior TIF staff to develop the strategic vision and programme priorities for the region.
- Support the development of a robust fundraising pipeline, securing both grant and returnable finance.
6. Partnerships and Representation
- Build and maintain relationships with key stakeholders in East Africa, including government agencies, NGOs, financial institutions, and private sector actors.
- Represent TIF at regional and international events, promoting the organization’s vision and impact.
7. Programme and Team Management
- Oversee workload planning and team allocations, ensuring that staffing needs align with programme requirements.
- Mentor and support the professional development of your team members.
Qualifications and Skills
To excel as the Programme Manager, you should possess the following qualifications and skills:
Required Qualifications
- Extensive experience in programme management, ideally within private sector development.
- Experience in corporate engagement, ideally with a background in SME investment, mining, monitoring and evaluation, or community engagement.
- Fluency in both English and Swahili (written and spoken).
- Excellent numeracy skills with the ability to conduct financial analysis of client mining operations and programme portfolios.
Preferred Skills
- Prior experience in the artisanal and small-scale gold mining sector.
- Strong project and time management skills with a proven ability to multi-task and prioritize deadlines.
- Exceptional communication and presentation skills, both verbal and written.
